I found a Philip (one 1) Halpern who was a private practice lawyer and was appointed to the US District Court in 2018. Never in public service until then that I can tell.
This person is Phillip (two l) Halpern. Not sure who this cat is.
He work as an A.G. in the Southern District of California for many years.
