Having the two limos near him at all times is probably standard protocol, in case they need to get him away quickly in the event of an attack or threat. Also, they are cutting down the angles of fire should there be a sniper somewhere in the far distance.

We only know a fraction of the other security measures that are taken during a POTUS visit. The fact we have not had a shooting incident in nearly 40 years (and a presidential fatality in nearly 60 years) speaks to the professionalism and thoroughness of our Secret Service.
