This was probably done purpoefully by the dems.
They have no chance of winning but they want to cause as much chaos as possible and call the election "illegitimate", like they done for Bush and in 2016.

If, as is likely, most o the voters with wrong ballots are Democrat then assuredly all votes, the wrong ballots and the new ones, "must be counted."
