IIRC, at that time, ALL orders came from the White House or state dept as far as the Afghan war....any military action had to be cleared by the WH. the WH knew it all, directed the war....and remember that there were many muzzies in the state dept at that time....

I can't explain it all but I believe the possibilities are there....they sacrificed a bunch of our guys to kill the story....
