I doubt she superceded the ruling.
She probably just excercised whatever authority remained under the later law, not the 1945 law that the court said she couldn’t use.
Actually she went back to the court and said “are you really SURE that is what you’ve decided?”
The woman is nothing if not slow on the uptake.
