The only reason I can think of that may cause McConnell to delay it until after the election would be if he thinks Collins needs to be protected until after the election.
It would be a major break in protocol to have a vote without having the nominee make the rounds to whatever senators want to interview her one-on-one. The soonest the vote needs to happen is before Nov 30, but only if McSally loses. If McSally wins, then they could wait until the new Senate convenes on Jan 3. And all that only if the GOP loses the senate.
