That silly ol' Constitution thing:

The Judges, both of the supreme and inferior Courts, shall hold their Offices during good Behaviour, and shall, at stated Times, receive for their Services, a Compensation, which shall not be diminished during their Continuance in Office.

A bill won't do it. It needs a Constitutional Amendment.

And if an amendment were to pass it would not affect judges already serving on the court.

Any changes like this only would only apply to judges admitted after the adoption of the new amendment.
