The House can do nothing.
I think her plan is to do a speedy impeachment, send it to the Senate, and tie up the Senate.
They can pass another impeachment article and that pretty much ties up the senate until they go thru the process. No matter how quickly it’s disposed of, she can keep repeating the process to run out the clock.
