Harris and who? He would resign shortly after taking office. Clinton won’t play second fiddle.
Timeline
1. Biden / Harris wins.
2. Biden resigns for health reasons. Harris becomes President.
3. Hillary is appointed Vice-President replacing Harris.
4. Barack or Michelle Obama becomes Secretary of State.
It would all be legal and quite predictable.
