Only sort of true. The “rabbi” doesn’t bless the food; he verifies, among other things, that kosher standards were followed throughout. Kosher foods are often halal, but, for example, meat prepared only as halal could not pass muster as kosher, blessing or not.
Kosher foods may be acceptable to Muslims, however, truely Halal food is killed in ritual sacrifice. It will never be Kosher.
