Who would ever want to live in a city that sides with the thugs rather than the citizens.
That is exactly right... serious crimes are completely ignored in Portland if they had the info on who was actually committing them, they might be forced to do something about it. They certainly cannot let that happen, that would be unfair to the criminals.
