Orders which are totally wrong and goes against what is needed for a particular situation should be ignored and it is legal to do so

Yep...we had a similar rule when I worked in NY State Corrections. If you believed an order given was unlawful because it could lead to your injury, or the injury of others, you had the right to refuse to obey it. Of course you’d have to prove it was unlawful later, but the fact that Wheeler is taking away an effective tool to control and disperse dangerous crowds is, as far as I’m concerned, an unlawful order.
