A neighbor has a yard sign saying All Are Welcome Here, but that doesn’t mean “they” can knock on her door and expect a meal or a bed.

Exactly.
I have a niece who grew up in a wealth suburb of Minneapolis, went to a wealthy college and has a good job. In her mid 30’s, she still a bit of a drama queen.
After marrying, she wanted to show her diversity and built a new home in a not real great part of Minneapolis. Their home stands out like a sore thumb on the block. BTW, her home was only two block from the rioting that took place in Minneapolis back in May. What was the first thing she did when the rioting started? She fled for the suburbs!
About six months ago, I told her that I was gonna start giving out her name and address to the people downtown who claimed they needed money to eat or for the bus. She gave me this mildly scared and then angry look.
She is absolutely one of those people like you described.
