Wouldn’t be in effect this year. No time
to pass.But imagine 2024 gets here and
it’s in effect.Say, Mike Pence is nominee.

He loses in CA, NY, and MA.
But wins popular vote by a slim margin.
Pence would be awarded the electoral
votes.

Dem governors would call an emergency meeting of their democrat-dominated legislatures and repeal the law at once. California certainly would and could. Dems control both Houses with veto-proof majorities.

No one could stop them since the Constitution gives state legislature the right to appoint Electors as the see fit.

My understanding is that since a “compact” and not a law, it doesn’t have to go before the residents of the state, so therefore doesn’t need to be voted on.
