In some cases, yes. I don't know a lot about Latimer (if that's who Biden is talking about) but he appears someone worth reading about.
He was a runaway slave, he studied French, he was a skilled patent draftsman who worked for Alexander Graham Bell, he also holds several patents. It appears he worked on filaments when it comes to electric lighting.
