I can certainly imagine that the salon operator recognized that the service Pelosi was expecting did not fall within the current rules, but was too intimidated to point that out to Pelosi. This is just speculation on my part. The salon operator could have had it in for Pelosi from the beginning! :)

Like someone already said, Pelosi is the one who writes the law in congress in the first place. She knows more about the law than some hair dresser.
And ignorance of the law is no excuse comes to mind.
