money, rebuilding or relocating are the goals. That takes cash

Interesting discussion here recently on Washington state’s abrogation of sovereign immunity that might help plaintiffs in these situations. However here in California, and I suspect in most states, sovereign immunity bars lawsuits for failure of police to act
