Another failure of Paul Ryan when we had the house. I believe there was a bill on election security that basically made it a felony for any person to handle the ballots of other people - i.e. ballot harvesting. It went nowhere and boom - the 2018 election rolled by and flipped the house in large part due to this scam.
The House did not flip because of ballot harvesting. California was the only state that allowed ballot harvesting in 2018 and 7 House seats flipped because of it. Considering the pubs lost 40 seats, the dems still would have retaken the House.
