You could invite Antifa to Chicago to burn down buildings. The heat should be enough to keep people warm while they eat.
OR...you could put people inside where it’s warm.
Or you could just issue everyone a full kevlar suit when they arrive. It may not be easy to cut your meat, but part of you won’t spill into the entree.
