"1 billion rounds of ammunition were ordered"
 
Feeding right into the legend that refuses to die. There were open-ended contracts that provided obligations for delivery of ammo up to a certain amount, IF ordered, and that would be for over a length of time and not immediate. Winchester, Remington et al don't keep a billion or so rounds sitting around on pallets waiting for an order. Contracts don't happen that way.
