Who said anything about bears? On federal land, federal law enforcement officers generally have jurisdiction, which means they deal with everything from meth labs to murders. They are like LEOs anywhere; they carry agency-owned firearms, loaded with agency-provided ammunition (probably HPs), they practice often, and have to qualify at the range on a regular basis. If you're not familiar with that kind of thing, contact one of your local law enforcement agencies, and request a 'ride along' - or ask any of your neighbors who are LEOs.

As far as I know, there are no federal restrictions on either the purchase or use of hollow point bullets/ammunition by civilians...
Feeding right into the legend that refuses to die. There were open-ended contracts that provided obligations for delivery of ammo up to a certain amount, IF ordered, and that would be for over a length of time and not immediate. Winchester, Remington et al don't keep a billion or so rounds sitting around on pallets waiting for an order. Contracts don't happen that way.
