It is only McConnell that is responsible for this not happening. Here’s something for you to read:

McConnell has kept the Senate in session since Trump got in. Trump has had zero such appointments. 0bama had 32. Bush had 171. Bill Clinton had 139. GW Bush had 77. Ronald Reagan had 240.
Trump has had ZERO.
