The graphic says max wind gust at 10 meters (33 ft). Not much along the LA coast built up that high. Still, devastatingly strong winds at ground level.

Hearing reports of not enough people got out of Lake Charles
“only” a CAT 3 this morning....
If it is like any other city they have storm surge maps and zones A, B ,C etc
Long story short.. some people in CAT 4 surge zones didn’t evacuate

Where I live, we get robo calls and police driving around town with megaphones telling us to get out, threatening to cut the electricity, etc., for very dangerous storms.
