This appears to be a legitimate shoot. You can’t let a suspect enter or reach into a vehicle, store or home.
I don’t know what he was doing prior to this, or why the cops wanted him, but this appears to be a good shoot.

Wait, what? Let’s say I’m on my front porch and I’m having an angry verbal argument with a police officer. Maybe I just did something bad, like punching a neighbor. But I am unarmed. Then I turn to go into my house. Should the cop shoot?
