Since the city straddles both NC and SC, need to get both Nat. Guard on the streets. I can see it now the “peaceful protestors” run across the border where NC Nat Guard can not legally be. SO the “protestors” go free.

I have a BETTER idea: Offer 1/3 of the SCSP to Charlotte (if the Governor of NC needs them) & ACTIVATE the independent State Constables of SC & send them to the NC/SC border to seal the border against incursions by rioters/thugs/assorted criminals.

Then call-up the both the NCARNG & the State Militia of NC & send them to Mecklenburg County to deal with the increasing disorder.
(Fwiw, I have family in Spartanburg County & I know how the majority of SC folk think.)

To All: The Carolinas are NOT the leftist states of CA, OR or WA. - The GOOD people of NC & SC do NOT want the thugs & terrorists to be “turned loose” to tear-up Charlotte and/or the border communities of SC, as they have done in the cities of the Left Coast.

Ummm ...

You seem to be a bit “geographically challenged”. The center of Charlotte, at its closest point, is some 12 miles from South Carolina. Hardly “straddling” the border, and certainly not within reasonable range of someone running to avoid Charlotte police, or National Guard (should the Governor deploy them).
