They want to provoke Trump to send in the troops which is why it's prudent he doesn't.
The best thing for Trump to do is to Tweet and comment on these events in each city and point out they're ongoing and local 'leaders' aren't doing anything to stop them. Make it front and center of his Tweets and point out how the media isn't covering this news.
Make it clear he's willing to help but ONLY if they ask for his help. They won't so the mayors are stuck with ongoing 'protests'.

If I weren’t busy at my business and unemployed, I’d be going to Portland to do some plinking with my .22. Subsonic, heavy grain, suppressed.
And I wouldn’t be shooting at knees, only face shields of those obviously using radios or with antennas. Old habits die hard.
We know what is happenig in NY re moving companies. I have not heard about the situation in Portland.My SIL and her hubby live in SE Portland ans they swear everything is fine. I have to believe that soon the mob will descend on their neighborhood, so we will see what they think then.
If the mayors can't stop these 'protests' let them publicly ask Trump to send in the troops.
Let it get so bad they beg Trump for help. Until then let them destroy their own cities.

I know its hard for some people to move but better to get out than sit around watching things deteriorate in my view.
I left two neighborhoods in the early stages of decline and never regretted it. In fact, both moves worked out very well from a lifestyle and financial perspective.
