Ransomnote: No. They don’t. Prosecution starts at the bottom of the hierarchy and works upward. Two most basic reasons for that.
1. If the prosecution went for the top first, the top still has power to cause havoc, kill witnesses, stage worse riots, field assassins etc. The prosecution works from the bottom up to disarm the upper levels of their power.
2. By the time the top level have their day in court, the prosecution arrives with convictions and testimony of all the people who used to work for the top level. This helps show the jury that denials are lame if everyone who worked for, say, Comey, has pleaded guilty or otherwise been convicted of crime.
You are falsely portraying the prosecution of the coup attempt, which Rosenstein and Mueller were able to delay by 2 years by seizing control of the needed documents re the coup, as targeting small fish only with no intention of going after anything bigger. Barr said that Wolf was the start and the prosecution going forward moves to higher levels.
