Since this is New York, plywood replacements for the windows would seem appropriate.

It may cost extra, but plywood that's been pre-decorated with gang taggings could be a comforting touch.

Yup. That’s the NYC I was working in. The NYC subway system had the distinction of being the worlds biggest underground toilet.

The entire system stank of urine from one end to the other.
