A source within the USACE says even if the dam was overtopped it would not fail. An earthen dam, yes. A concrete dam, not likely.

Since your info comes from the Army Corps of Engineers I’d say it’s pretty reliable.
Were it coming from our intel agencies (who are rarely right about anything) I’d say an Irwin Allen movie is hours away.

An earthen dam, yes. A concrete dam, not likely. A concrete arch dam, anchored in bedrock on the sides and bottom would most likely shrug off an over topping.
Three Gorges is a gravity dam, just resting on dirt. Would over topping scour out enough dirt out from under the downstream side to make it fail? Dunno.
