It's not "a shame". It's a crime.

The government is sitting on millions of doses of HCQ generously donated to us by other governments at the start of the crisis. Why were they not distributed and used? Why can the slums of India, some of the poorest and most densely populated areas on the planet, have very low death rates while NYC can have some of the highest? Those are the questions that need to be asked loudly and insistently by Congress, with those responsible held criminally liable for their obstruction.

Since he is not a carrier or a passer (for at least a few months) he is not at risk of passing it to anyone. He could be a maskless point person and not put anyone at risk, again for at least a few months.

Some people in high places in NYC apparently have no problem getting HCQ to treat Covid:
