California is the wealthiest state in the nation. Interest rates are at all time lows. The state has several options:
1) Do nothing and don’t participate in the program.
2) Borrow the money to fund the state’s share and pay for it later.
3) Raise taxes.
4) Cut spending.

Politicians are elected to prioritize programs and make spending choices. Politicians in the national government and too many states have refused to prioritize and make hard choices. Eventually the chickens come home to roost.

Tell Newsome and the legislature to do their job and make a choice. As you said, if they choose not to pay, they don’t get to play.
