Fair question. The answer is Trump is not able to get Congress to do what he wants so he bypasses them with EOs. Not desirable but that’s where we are and have been.

Why would he work with Congress when they want him to sign a bill that lets felons out of prison, gives $$$ to illegal aliens, bans all voter ID and who knows what other crazy nonsense--all which has nothing to do with a stimulus package.
