The smoking gun was a fire in a warehouse that contained some sort of explosives (video shows flashes as they went off ) which was next to a warehouse with 27,000 tons of AN.

More likely the ship was placed next to the munitions factory to supply fuel for the rockets. The explosion was the ammo dump not the ammonium nitrate.

Ammonium nitride is a great fertilizer. Why they did not confiscate the cargo and sold it out for fertilizer? They would make good money and solved the problem easily.
