I think so as well. I think their thinking is: once Joe is out of the way, Rice can bring in Obama people, so it will be like a 3rd Obama term.
And with no voting record, Rice will be like a blank slate. A big negative for her, though, is that she has zero personality/charisma, she is a policy-wonk, so she will have a hard time connecting with voters.
