I'm a hell of a lot more worried about domestic 'hackers'..I.E.: Crooked Precinct Captains, Crooked County Clerks and Crooked Secretaries of State.
The problem lies with the State Legislative Bodies (house and senate) - the State's Governors and his/her Administers necessarily follow.
As an Attorney, What I would say is that we are all often taught from a young and early age that there are three branches of government.
However, there is a fourth branch of government called "Administrative Agencies" e.g. the EPA - because they create the Rules and Regulations and they interpret the rules and enforce the regulations - not the courts.
