If the dams are removed the sediments behind the dams would flow downstream causing billions of dollars in flooding damages, especially to wildlife and farms.
The Indian tribes have won superior water rights to the water if the dams are removed. But that water is laden with agricultural pesticides. So all the tribes were granted was superior water rights in contained water.
This press release is mere propaganda meant to appease tribes and environmentalists before a national election.
The Federal Energy Regulatory Commission (FERC) has blocked sale of the hydropower turbines on the dams to the Indian tribes for no cost (free) because the tribes do not have the capacity to manage the dams or assume the huge liabilities if the dams are removed.
Hydro-electric is clean and green, but it inconveniences some migratory fish. Well constructed and maintained fish ladders are the answer.
They've been absent from the waters above the dams.
Keep the dams and retrofit them with fish ladders. Win-win.
salmon return to the river they were born in. Dams prevent their return. Barge transport does not work very well, hence fish ladders. No ladders, no fish. Then, going out to the ocean, the smolts must avoid being sucked into the turbines and killed, or eaten by birds. Then four years later when they return, they have to get by hordes of seals and sea lions.
Yes-— it would be very dangerous for the farmers, as winter snowfalls melt into spring floods. The reservoirs holding that water now provide controlled releasing of that water for irrigation.

So over the last hundred years how many salmon have been born in these rivers, if these rivers have been dammed up this whole time?

At a very small dam on a river in SW WI, we have video of trout jumping against the flow to get back to where they once belonged.
No ladders.
The largest ones made it. The smaller ones, not that often.
