After. She was born in 1964; her parents arrived on work and student visas in 1960 and 1961. Countries of both parents consider citizenship by blood, like most of the world does. She can be Prime Minister of India or President of Jamaica, but not POTUS. Her father became a citizen after his divorce, and well after Kamala was moved to Canada.
I had a wonderful, constitutionalist American Government teacher in 11th grade (1966-67), thank you, Mr. Benofsky.
He taught it to us line by line, and he believed that "NBC" = "born in the USA".
At the time, since the Republican candidacy of George Romney, born in Mexico, was non-controversial, so did most other people.
Going back further, both of my grandfathers (born in the USA to alien parents) were given only three choices in 1917 when registering for the draft, as can be seen by cursory examination of their draft cards.
The three statuses available to young men in 1917 were:
1) Alien
2) Naturalized
3) Natural born
At the same time my maternal grandmother started employment in NYC Public Schools when citizenship was required. She was born to an alien father and her mother was born in the US to alien parents.
My grandmother's citizenship was never questioned, although she was also never naturalized.
The logical outcome of the "two US citizen parents" theory is that neither of my grandfathers were US citizens, since they never naturalized, so then neither were my parents, for the same reason, and neither am I.
This is a ridiculous position to take.
Anyway, as the great lurkinanloomin always points out, NBC was defined by both parties without objection and by the Chief Justice of the Supreme Court to include Barack Hussein Obama on January 20, 2009 and this will certainly include Kamala Harris in the future.
But, it's Susan Rice, natural born citizen of the permanent government.
