I don't see him trying hard to open the country. Not for weeks. Not since they started using fake ginned-up testing numbers to portray Texas and Florida as disaster areas.

How would you suggest he overrule the states that are creating those fake numbers?
He has come out showing the science that established that kids and adults are worse off when schools & businesses are closed. That made more Governors close schools, NJ will be announcing only distance learning shortly. They think it’s a winning tactic.
DJT has to make it against the Left’s interest to stay closed. He has begun that shift.
