The power to appoint electors is plenary. The Florida Legislature was going to do it in 2000 if the courts ordered the recounts to go on.
No State Legislature is required to hold a poll prior to the appointment of electors.
Because the law in Missouri, and I'm pretty sure in every other state as well, allocates electors based on popular vote. No election, no popular vote. They would have to change the election law to allow for the legislature to allocate the electoral votes.

President Trump is hurting himself by “trolling” the liberals like this, if this is what he is doing. I am a Trump supporter, and I shook my head when I read this tweet to delay the election, I wished he would not have said that. I will still vote for him, because I want to keep the Democrats out, but I fear that comments like this can lose him support. For example, my brother is a conservative, and recently we talked about the 2020 election. He will be voting for the Libertarian candidate, instead of President Trump. President Trump needs to get some sleep and stop tweeting so much, in my opinion.

What’s the breakdown by State/Party in the House? I’m thinking the Republicans have the most States since the lopsided tally of Democrats California, New York, Illinois and Massachusetts leaves the rest with a Republican majority.
Huh? Are you thinking each safe would get an equal number of votes? I dont think so.
If the election gets thrown to the House each State by congressional delegates gets one vote. The candidate who gets at least 26 states wins. There are more red states than blue states.
So each congressional district gets a vote and currently the rats have a big majority.
