Yes he can as long as the attacks are centralized to federal property and employees.
But so far these attacks have remained at state level crimes and not terrorism. Trump has allowed the states to implode. So this, at this time, is still considered attempted first degree murder as it is aimed at a no particular group and a created killing device with no protection intended. But if the states do not wish to prosecute them, then it can reach the level of an attack on federal property and people and Trump no longer needs the okay of a governor to enter. November is right around the corner.

People are reporting they have family/friends in the suburbs who are non political, and always vote democrat, but not this time. They are voting Trump. The left went too far....This is no longer about who you like. It is about saving the country. People are figuring that out and I’m betting there’s lots more just not saying it outloud. This violence and attacks against police are not playing well with true americans.....
