In response to a skyrocketing violent crime rate in New York City, Mayor de Blasio and Police Commissioner Shea have proposed a package of responses. One of those is to institute more gun “buy backs”. Here is some background leading up to this proposal.
In 2020, New York City has instituted controversial reforms in their criminal justice system. One of the changes is the elimination of cash bail for most “non-violent” criminal offenses. The law also released information on witnesses before trial. Most Democrat politicians were for the law, which was touted as a way to treat poor people more equitably.
Disorder and illegitimate violence in the city has significantly increased with the riots/protests and a mixed response by Mayor de Blasio. The Mayor and others have blamed the “catch and release” bail system.
Bail is supposed to guarantee the defendant will show up for court appearances. In much of the country, it is used as punishment by process, where politically incorrect defendants sometimes sit in jail for months or even years at a time. From politico.com:
Mayor Bill de Blasio and the NYPD reported a major spike in crime for the second straight month and doubled down on blaming the jump on bail reform — even as public defenders charged police may be manipulating the stats to push their agenda.
Major crime jumped by 22.5 percent in February compared with the same month last year, police said. For this year so far, crime is up 21 percent over 2019.
Mayor de Blasio has lost the confidence of the New York City Police Department (NYPD), although he increased the NYPD budget from 5 billion to 6 billion dollars, while hiring 1,300 more police since 2015.
The peak numbers for NYPD were in 2000, at about 40,000 police.

NYC is beyond the tipping point. Real estate values are declining daily, people who can are leaving, no rational business is investing and is relocating if possible. Soon the “defunding” will not be optional.

“Buy backs” have proved to be alarmingly ineffective everywhere they have been attempted. Actual gun violence does NOT decrease, the same crazies and evildoers simply do not comply with the incentive offered.
But hey, it LOOKS like the authorities are “doing something”. Just not something constructive.
You can be sure than any gun dealers who attempt to intercept and buy the guns people are bringing in for the buyback will be arrested and their inventory confiscated.
Well, they already have the Baphomet statue in Detroit complete with adoring children for the pedophiles. So there's that...and I'm sure they have posters of it in their home "special space". Maybe even wallet size for every day carry. Remember they're enacting laws "for the children"...

The voters there seem to love them as well. Despite the horrendous violence and costly failures of leadership there are no calls to oust them from power. Just saying.

Only one get out of jail free card per person at a time would cut the abuse greatly.
There are plenty of irrational businesses - i.e., Internet-based companies - who just have to be in New York or San Francisco, so it will take some time for the full effects to be realized.
It will come the day the little web queens head out for a group lunch and the only restaurant still open is Taco Bell. :)
Release all the prisoners because “covid”
Fire the majority of the police department.
Act shocked when crime rises and blame it on all those guns and try to confiscate them.

I once worked as a contractor on a big project at a major federal agency. The government people running the project were only there because of personal connections and a display of diversity. All the contractors working on the project knew that they had no idea what they were doing. Their mismanagement of the project cost taxpayers tens of millions as it sank under the weight of monumental mismanagement.
There were no consequences for the people who ran the project into the ground. In fact, their career progression was not affected in any way.
Failure in government has no consequences, except for the hapless taxpayers who keep funding these failures.
