I learned this years ago by a friend trying to find an apartment - he was denied by many because he had a job. The renters were looking for Section 8 customers - that check comes every month. A worker could lose their job, have other financial problems, etc. that could endanger paying the rent.
I'm sure Verizon loves the Obamaphone, Walmart loves the EBT card, etc.
The real losers of the Section 8 scheme are those Americans who work hard for low pay but without government subsidies must pay taxes and find some place to rent at inflated prices, competing against the subsidized demand. These Americans also pay higher property tax rates through their rent; in many jurisdictions, homeowners get a substantial discount, whereas renters must cover the expenses, especially taxes, for their nonpaying neighbors and vacant units in addition to their own.
