Yes the headline is correct. A career criminal killed 3 best friends. You’re interpreting that to mean they were his best friends but that’s not what the headline is.
Perhaps it could have been better edited, but you know our modern schools don’t teach “proper” English.
“A career criminal killed 3 men who were best friends to each other...” is more correct.
