Why are all the “reforms” designed to release these people from jail rather than locking them up?
Because as long as the criminal only preys on the
plain citizen they are considered “politically reliable”.

Yes the headline is correct. A career criminal killed 3 best friends. You’re interpreting that to mean they were his best friends but that’s not what the headline is.
The Justice system has to refocus on removing people who won’t or can’t play by the rules from society.
That has to be the first priority.
We can have second chances but not for people who behave like reptiles.

The 3 victims were best friends. Obviously not the shooter and his accomplices.

Often prosecutors will trade time for information. As horrible as a man this guy may be, he may have been able to trade time for information.
This article makes me wonder if there’s someone, walking around freely, with over 300 prior felonies.
Headline means the he murdered the 3 friends. Not that the murderer was a friend.
