But Trump's order doesn't address citizenship. There are lots of legal non-citizens here, many only temporarily, that will still be included in the count.
I'm not sure I see his reasoning for the distinction.
I can tell you straight out that 6 congressional seats is a low number.
There are at LEAST 7-8 million illegals (including recent anchor babies) in California alone. This would put it more likely they have 12-15 congressional seats by illegals. That is more seats than many entire states. It needs to end.
Leaving aside the taxation issue for now, I also think it's about more than the non-citizens.
Communities that have lots of illegal immigrants through no fault of their own (immigration control is a federal responsibility, after all) need to provide services - roads, police, fire, etc. to all the residents.
That means they need representation to lobby and legislate for resources.
It isn't just about the illegals, it's about the larger communities in which they live.

Illegals don’t need ANY service provided except escorted to other side of border or one way ticket back to where they came from.
There is no need for communities to need representation to lobby for money for more services - communiites following the law would be rounding up illegals and getting them out as soon as it’s known an illegal is in the community.

We should adopt some of the laws of Mexico. Many foreign citizens (including US citizens) are residents of Mexico. However, they are not permitted to vote or buy land. Only Mexican citizens can vote and each must have a voter ID with photo to do so.
With Democrats in control of reapportionment, you can bet that 6 of the 7 Republican seats would disappear.
But it isn't up to the local government to enforce immigration law. Local communities don't round illegals up and deport them.
Illegals have no right to be in the community let alone live there.
If I'm living next to an illegal immigrant and their house catches on fire I want the fire department to put it out to protect my property.
Just consider these communities the same as “sanctuary cities” and reject their voting tabulations as attempted election fraud.

Perhaps the solution is fewer resources.
So-called ‘sanctuary cities’ have impeded immigration enforcement. The residents of those cities are just starting to feel the effects of their choices. Residents of sanctuary cities bear most of the responsibility for the consequences of massive illegal immigration.
If there are sanctuary cities, why not have ‘fortress cities’, where the municipal government defies federal immigration laws, by keeping illegal immigrants out?
There are many other options — the important question is who has representation in government? If the answer includes illegal immigrants, then who doesn’t it include?
