Miranda right must be given before questioning. If the arresting office asks no questions Miranda isn't required.

I don't know but doing a quick search online the links say they must be read when arrested. And that makes sense to me, especially the "you have the right to remain silent" part. Because you don't have to question a suspect for the suspect to make incriminating statements.

Like they say on the street "don't talk and you walk".
