Political operatives are much smarter than drug felons. And the crimes they commit aren’t as straightforward as murder and drug trafficking. For an investigation to sweep up cartel operatives is no big deal. Investigating political operatives is a very different proposition - on top of the superior cognitive abilities of the people being targeted, there’s also the potential hazards - the investigators might, with a change of administration, become the investigated.

Trump’s half-assed HR operation meant he was targeted by the very people he appointed to office (Sessions, in a passive sense, via recusal and Rosenstein, in an active sense, via his appointment of a special prosecutor). Imagine what will happen to him if Biden wins the White House. People lower down the food chain are even more vulnerable to a future Democratic administration.
