First of all he cant. Executive orders affect the execution of the executive branch. Elections are held by the states and are not under the purvue of the executive branch of the federal government.
There seems to be a lot of ignorance of what exactly an executive order is and what it can do in this article.

Given the state governors’ collective ruling of their states via edict using executive orders (including “creating” new crimes like not wearing a mask), I find the confusion rather natural.
