“17 times faster than the speed of sound” would be 18x the speed of sound - which depends on atmospheric density. Very poor choice of words in that headline. Sympathies to those with mothers in law with grating voices.

Nearly every ballistic missile with a range over 250 miles is “hypersonic”. The V2 was just barely under Hypersonic (in 1944). With a ballistic missile, the longer the range, the faster it is going.

Hypersonic only means something new if its airbreathing (and isn’t just being lobbed into the vacuum of space).
