I hadn’t thought of this angle. Ole Joe suddenly collapses and dies or is incapacitated. A wave of sympathy sweeps the nation. “We have to pass this for Joe’s sake. This is what he would have wanted”.
We went through the same thing when JFK died. Stuff he couldn’t get passed, got passed easily in his memory.
